A bipartisan group of senators has introduced a brand new bill that may protect artists, songwriters and journalists from having their content used to coach AI models or generate AI content without their consent. The bill, titled Law to guard the origin and integrity of edited and pretend media content (COPIED Act) can also be intended to facilitate the identification of AI-generated content and counteract the rise in harmful deepfakes.
The bill is authored by Senate Commerce Committee Chairwoman Maria Cantwell (D-WA), Senate AI Working Group member Martin Heinrich (D-NM), and Commerce Committee member Marsha Blackburn (R-TN).
The bill would require firms that develop AI tools to permit their users so as to add origin information to their content inside two years. Origin information refers to machine-readable information that documents the origin of digital content equivalent to photos and news articles. According to the bill, works with origin information wouldn’t be allowed for use to coach AI models or generate AI content.
The bill goals to present content owners equivalent to journalists, newspapers, artists, songwriters and others the flexibility to guard their work while setting the terms of use for his or her content, including compensation. It also gives them the proper to sue platforms that use their content without their permission or have manipulated the content's origin information.
The COPIED Act would require the National Institute of Standards and Technology (NIST) to create guidelines and standards for content provenance information, watermarking, and artificial content detection.
These standards might be used to find out whether content was created or modified by AI and where the AI content got here from.
“The bipartisan COPIED Act, which I introduced with Senator Blackburn and Senator Heinrich, will provide much-needed transparency regarding AI-generated content,” Senator Cantwell said in a Press release“The COPIED Act will even give creators, including local journalists, artists and musicians, back control of their content through an attribution and watermarking process that I consider is urgently needed.”
The bill is supported by several artist groups, including SAG-AFTRA, National Music Publishers' Association, The Seattle Times, Songwriters Guild of America and Artist Rights Alliance.
The introduction of the COPIED Act comes against the backdrop of a flood of AI-related bills as lawmakers look for methods to control the technology.
